Several states have individual license renewal/continuation due dates at the end of the year. The renewal application can be submitted electronically through Sircon.
Licensees can now use Sircon's Inquiry Services to check for Virginia approved courses and providers. This service is accessible by clicking on the link, Look up Education Courses/Credits under 'Quick Start for Agents'.
As a resource for submitting fingerprints to accompany Nevada resident license applications, LiveScan Digital Fingerprinting services are available through Pearson VUE, the Insurance Division's testing vendor. The LiveScan fee is $40.25 plus the vendor's $15 processing fee. Pearson VUE will electronically submit the prints to the FBI on behalf of the Division. Individuals may still submit hard copy fingerprint cards, however they are subject to the FBI manual hard copy submission fee plus the vendor's processing fee.
Non-resident business entity license applications may now be submitted electronically through Sircon, which will enable insurers and applicants to submit their information to the states more efficiently and easily.
The Utah Insurance Department ceased mailing hard copies of new, renewal, or duplicate licenses on October 1, 2008. Licensees have the option to print a copy of their license on-line at no charge.
Effective December 1, 2008, Pearson VUE will begin administering insurance license examinations for Wyoming. Pearson VUE will start accepting registrations on November 17 for tests to be taken on or after December 1. Prometric, the current examination administrator will stop processing mailed or faxed registrations on November 24 but will continue testing through November 30.
Beginning Friday, October 31, attachments may be electronically submitted with Nevada license renewal applications. This brings to five, the number of states for which this feature is available through Sircon:

Beginning today, lapsed licenses that were scheduled to be renewed in 2008 may be reinstated online through October 31, 2009, by paying twice the unpaid renewal fee. The license reinstatement request will be immediately considered and either renewed or placed on hold for review by the state.
Please note: Appointments are not reactivated when a license is reinstated.

Oklahoma's examination vendor, PSI, will be relocating from its current site anticipating opening the new site the second week of November. The last day of testing at the current location will be October 29. PSI will offer a paper/pencil examination session on November 7, at the Crowne Plaza Hotel, 2945 Northwest Expressway, in Oklahoma City. The new test center location is at 3800 Classen Boulevard, Suite C-20, Oklahoma City, OK 73118. For additional information regarding this change, contact PSI at (800) 733-9267.
Michigan has announced that effective October 29, 2008, they will begin requiring resident and non-resident license applications to be submitted electronically through the NIPR Gateway. As an Approved Business Partner of NIPR, it is anticipated that Sircon customers will be able to submit non-resident individual license applications through Compliance Express on October 31, 2008.
PLEASE NOTE: Paper application form FIS 0220 postmarked after October 24, 2008 will NOT be accepted by the state. Resident and non-resident adjusters, counselors, and solicitors should continue to use form FIS 0221.
Resident business entities are required to use the Uniform Application for Business Entity license. PLEASE NOTE: Paper application form FIS 0202 postmarked after October 10, 2008 will NOT be accepted.
On October 29, 2008, four new limited LOAs will become available: Limited Life, Crop, Surety, and Travel.
Effective September 18, 2008, the following amendments to regulations became effective:
(a) Amended the number of pre-licensing education hours to reflect those set forth in the Uniform Resident Licensing Standards. (The state is developing the implementation plan for this regulation. It is considering making this a requirement for after January 1, 2009.)
(b) Added specific language defining the time period within which an individual must pass the examination prior to the submission for a license. This period is now defined as two years immediately preceding the application for license unless otherwise exempt from testing as defined in the Uniform Resident Licensing Standards.
(c) Removed all references to the Nevada Highway Patrol Division of the Department of Public Safety and replace them with references to the Records and Technology Division of the Department of Public Safety and Central Repository.
(d) Set forth that 3 of the 30 continuing education hours must be in the subject of ethics. (The state is developing the implementation plan for this regulation. It is considering making this a requirement for all resident license renewals due on or after January 1, 2009.)
(e) Prohibits advertising of any CE until it has first received written approval from the Commissioner.

Please be advised that Alabama is converting to a new licensing system. A "go live" date of September 29, 2008 continues to be anticipated.
The license numbers in the new system will be the current license number with the beginning alpha character removed. Example: "A12345" will be "12345".
Due to the conversion of the license numbers, Non-Resident Licensing and Non-Resident Renewals will be unavailable to Alabama residents beginning Friday, September 26, 2008 until Monday, September 29, 2008.
Non-Resident Licenses applications are still anticipated to be available for electronic submission through Compliance Express on Monday, September 29, 2008.
The last PDB file from Alabama's legacy system was scheduled to be sent on September 17, 2008. PDB daily updates will not be sent to the PDB from Thursday, September 18, 2008 through Monday, September 29, 2008.
Address change services are now available through Compliance Express for Vermont for both individuals and firms. By using this service, real-time updates can be made of addresses used by the Department.
Effective immediately, South Carolina appointment terminations electronically submitted through Compliance Express will not be processed by the state until the end of the state's appointment renewal period. With the commencement of the renewal period, terminations submitted through Compliance Express will be held in the NIPR Gateway until October 20, 2008. Insurers remain able to terminate appointments within the online renewal process accessed at the South Carolina website.
New appointments may be processed through Compliance Express. Before appointing a producer, it is recommended that the insurer check the Department's licensing database to find the CE status of the individual. The database is located at:

Any appointments with a "NQ" CE status will be terminated by the state at the end of the renewal period.
Terminations that have an effective date greater than 30 days from September 21 will not be honored by the state.
Virginia has opened on-line licensing services following its transition to using Sircon for States' web-based solution for administering insurance licensing services.

As of September 5, all Virginia active licenses were converted to a newly assigned single License Number. The new license numbers can be identified using the "Find Your License Number/NPN" link on the left hand side of www.sircon.com/virginia.
Additional license applications will become available through Sircon in the future, and subsequent notices will be sent as those additions occur.
The move to Sircon dramatically increases the online services Virginia provides to insurance carriers, agencies and producers across the country, enabling customers to connect with the Virginia Bureau of Insurance 24 hours a day.

The Bureau of Producer Services recently changed its name to the Bureau of Licensing and Investigations. The street address and phone numbers remain the same.
New office hours are in place for the Utah Insurance Department. Hours of operation are 7am to 6pm Monday through Thursday. For emergency assistance on Fridays, the Working 4 Utah hotline at 801-538-1808 is available.
Wyoming Non-Resident Business Entity license applications may be submitted electronically through Compliance Express. This will enable applicants to submit their applications more efficiently and easily.
Effective July 1, 2008, the Limited Lines license has been consolidated into five (5) core Limited Lines of Credit, Car Rental, Crop, Travel, Surety. Prepaid Legal will remain as a separate Limited Line. Credit Life/Accident & Health, Credit Property, Job Loss, Mortgage Non-File have migrated to Credit. (It is anticipated that these qualifications of current licensees will be migrated/converted in October 2008.) The changes apply only to the Limited Lines license; the appointment types remain the same at this time.
The Nebraska DOI is implementing lines of authority changes outlined. Details are in the Department's Spring 2008 Newsletter at http://www.doi.ne.gov/newslttr/letter.htm. The changes in lines of authority will be made effective July 18, 2008. During July, the Department plans to update the lines of authority in their computer system, making the effective date of the changes August 1, 2008. New licenses will be mailed to licensees.
On October 1, 2008, new fees will be implemented, while continuing education changes will take effect in 2010. The Department posted upcoming fee changes in their "Frequently Asked Questions" document at http://www.doi.ne.gov/license/faq.pdf. New licenses issued on or after 8/11/2008, and licenses scheduled to renew on or after 10/31/2008, will convert to birth-month based renewal/expiration dates every two (2) years for individual licensees. Starting with the October 2008 renewals, the next renewal date may be anywhere from 24 to 35 months from the date of the licensee’s previously scheduled renewal date and will fall on the last day of his or her birth month. Once converted, renewals will then continue to be every two years at the end of the licensee’s birth month. The renewal fee amount will not change with this transition.
For resident licensees, when you apply to renew your license, the system will automatically check to see if the required Continuing Education (CE) hours have been met. The number of CE hours required will remain the same during the transition. If you have not met the CE requirement of 24 total hours (12 for title producers) with at least 3 hours in ethics, the license renewal application will be rejected as non-compliant and the license will lapse as of the expiration date.
Business entity/agency licenses will not be affected and will retain their current renewal date.

Effective April 1, 2008, the limited line of travel is available in Wisconsin. Residents and Non-Residents may apply for this limited line using Sircon's Compliance Express. This limited line is exempt from pre-licensing education, examination, and continuing education requirements.

Effective immediately, California resident license applications may be submitted electronically through Sircon, with no wet signature requirement. Thus, it will no longer be necessary to print, sign and mail in a copy of the producer license application.
Effective January 4, 2008, Illinois is changing the Line of Authority of 'Life with Variable Annuities' to the Line of Authority 'Variable Contract'. Under the new Line of Authority, Variable Authority must be supported by Life Authority.
Non-Resident license applications and Non-Resident renewals submitted on January 4, 2008 through Sircon will use the new Line of Authority.
Effective immediately, all New Title Producer applicants, including Individuals, Attorney Title and Title Agency's, are required to access this website and populate the affiliated business information sheet.
Failure to comply with this requirement may result in Administrative Action being taken by the Colorado Division of Insurance which may result in suspension, or revocation of license and/or fine, or both.
" ... All insurance producers 'doing business under any name other than the insurance producer's legal name' are required to notify the Department prior to use of the 'assumed name'. The Department considers any name that is communicated to a customer to be an 'assumed name' under which the producer is doing business.' All producers must assure that the name of their employer is disclosed on the application field with the Department (line 18 for initial application; line 12 for renewal application). In addition, producers should assure that any other 'assumed name' is disclosed on the application filed with the Department (line 35 of the initial application). Any change of employer or assumed name should be reported by contacting the insurance division."

Effective November 30, 2007, Utah began requiring all initial resident insurance license applicants to be fingerprinted at a Prometric testing center, using "live scan" technology, which digitally captures and transmits the fingerprints to state and federal law enforcement agencies. Effective May 16, 2008, the digital fingerprints are also forwarded electronically to the Federal Bureau of Investigation (FBI). The fingerprinting fee is concurrently increasing to $34.25. In addition, there continues to be a separate $20.00 Prometric processing fee that will be charged when scheduling your fingerprinting appointment. Please check the insurance department's Web site at www.insurance.utah.gov, the Prometric site at www.prometric.com/utah/insurance, or www.sircon.com/utah for additional information on the new process for submitting initial resident insurance license applications and fingerprints, as well as a list of Prometric testing centers.
Effective January 1, 2008, North Carolina is implementing multiple changes to licensing and continuing education as they implement the NAIC uniform standards for agent licensing and continuing education requirements for insurance agents and adjusters. The Washington, D.C. Department of Insurance, Securities and Banking is now accepting Major and Limited Lines of authority for electronic Non-Resident Renewals for business entity applicants. These renewals may be submitted using Sircon Compliance Express.
To now include CA, CO, GA, ID, IN, MN, MS, NV, OH, OK, PA, SD, TX, UT, VA, VT, WI and WY. Your license transcript for the state will include the name, address, license, appointment, and continuing education information (where available) on file with the state. A nominal service fee may apply.
